Authority Models

This section provides five potential First Nation Housing Authority Governance Models for affordable housing initiatives. The housing authority, in whatever way it is structured, will be responsible not only for acquiring and / or developing housing units and planning and creating policies for the administration of the housing portfolio, but also for actually administering the housing portfolio in such a way as to ensure the sustainability of the housing programs / projects that it has initiated.

Land Tenure

This section provides an overview on the various options on First Nations Land Tenure Systems including:  Land tenure options - FNLMA, land lease, new developments, tenancy and occupancy agreements, land trust and land lease agreements, sample agreements and private home ownership financing programs.

Legal Documents

This section provides sample by-laws and band council resolutions most often utilized by the First Nation housing professional. Enforcement mechanisms include sample procedures to implement the housing policy for arrears management and eviction procedures

Planning

This section provides tools to develop a comprehensive strategic plan for their community. Planning guides in this section and included to begin a successful community planning project.

Policy Guide

This section provides sample of housing policies for the First Nation Housing Managers. These policies can be utilized as examples and modified for their First Nation and region and are broken down into sections of the policy and what a final housing policy for a First Nation community should encompass.

Regulations

This section provides various provincial and federal codes and regulations for construction projects.  Many FN’s have adopted provincial building codes as a standard for their on reserve projects.
